What are the best web design/programing software to make a web site from scratch that looks and functions like yahoo answers?
I would more so like to know what the industry standard is regardless of skill level like if I hired someone to do this what would I want them to be proficient in

It’s starting to get annoying. Is there any excellent reason WHY Yahoo set it up that way? (there it is again, I had to use allcaps instead of italics because there’s no HTML)

It would be cool to be able to make links, show photos, and even use tages for plot/emphasis.
