I need to outsouce my SEO marketing but I am nervous to hire a firm that may not peform. How do I pick a firm? What should I look for?

I am looking for different SEO options and I have seen a lot of “SEO Plug-ins” for wordpress and such but there are so many to chose from I am wondering if anyone has had any experience with any of these?

I’m going to school for web design in January 2011 and I’m worried that I’ll be surpassed by additional students. I don’t know how much prior information public go into the program with. I am fluent with HTML and CSS so I just need to know if that should be ample or what I can do to make absolutely sure I will be prepared.
